The background report which was prepared by the Morrison Institute at Arizona State University on “Arizona’s Vulnerable Populations” addressed unseen vulnerability in six critical areas: education, employment, finances, health, family dynamics, and access to resources. Across all of these issues the primary objective was to identify system barriers and explore responses to those barriers that have potential to increase individual and community resilience. The report examined both governmental and non-governmental responses and looked beyond service delivery to structural changes and public policy options. This approach enabled Arizona Town Hall participants to determine solutions and action steps that will build resiliency.

Keynote speakers were Ida Rademacher, Vice President for Programs, Corporation for Enterprise Development; and Erin Currier, Director of the Economic Mobility Project, The Pew Charitable Trusts.
